Cricket - England vs Devon & Cornwall

Back in the 19th century there were a number of occasions when a Devon and. Cornwall team payed England.
Sometimes it was a South Devon and East Cornwall team that played England, and sotimes a combined Devon & Cornwall team.
What maybe unusual to our current ideas of fair play is that is that the English team of 11 played a team of ....... you guesed it.... 22.
This makes some sort of sense. 11 players from each side of the Tamar.
For batting I can understand this somewhat, but did it mean that when D&C were fielding there were 22 in the field??
Here is the scorecard from a 1860 match.

I am pleased to se tat my predecessor (or at least a person with the same name - Turner managed to take a couple of wickets for Devon & Cornwall, and make a grand total of 10 runs (over 2 innings).
