I'm a little concerned that you've changed the meaning of -
>"Scouts, and to a lesser extent; Guides and other youth organisations,"
to
>"Scouts, Guides (to a lesser extent) and other youth organisations"
It's no longer clear that Guides are included in the "lesser extent"
My sentence may have needed puncuation changes, but I think it is clearer

How about 'Scouts; to a lesser extent, Guides; and other youth organisations'?
I know that means that there is a comma before the 'and', which there shouldn't strictly be, but that's the best way I can think of to get the meaning across.
