Just obtained a sunflower (MP9290LL-A) 
"Managed to reset passwords, changed accounts a little, but still can not open a terminal session.
Is there a way to block/unblock a terminal session? Or do I have to press one of the cryptic buttons, like 'cd open' ?"

What exactly do you mean by a Terminal session?
If you want to login directly to the command line only then at the graphical login window type ">console" into the username box. If your login box displays icons only you'll have to choose 'other' to get a text box.

Actually other Utility Applications do the same
Double clicking gives a 'blow up' effect then nothing.
Scripting to start the terminal application says application not active

"I do have Panther Install CDs
Only drawback is they suggest it will be a downgrade from 10.3.9
Missing nib files seems to be a sign of a bad harddisk ? "

Have you tried Pacifist if you want to extract individual parts of the OSX installer disk?

Could be the result of doing a system update while terminal wasn't in it's regular home (/Applications/Utilities). The update would have installed the new pieces in the old location, but it would *look* like the whole app.
Have you looked around to see if you have another copy of terminal someplace? If so, put it back and then run the latest combo updater again. If not, then pacifist will let you get it off the install DVD, then run the latest combo update again.
