Yes, it is, perhaps unfortunately.
It's similar to the "Someone Else's Problem field" from the Hitchhiker's books and possibly where RTD got the idea. Though, he may have just created that idea simply to use as a plot device in 'The Sound of Drums'.

Actually, it must have been hinted at before that - in Torchwood. The lift down to the Hub had a perception filter because it was the spot where the TARDIS had landed in 'Boomtown' smiley - coolsmiley - geek

I've wondered about that. Given that the appearance (inside and out) of the TARDIS changed when Moffat took over, has he fixed those bits?

The windows do look a bit different, and there is a working phone inside as well now.
