I have discovered that nearly all the slowness was the BBC's fault and that I shouldn't have bothered wasting my money in trying to fix anything for this site. In addition I have been exposed to greater danger and have had some functionality broken elsewhere (and none of it was due to any viruses which are floating around out there). 
The mixed good/bad result is that people can phone me while I'm online. 
It is good that I can phone out but I always(?) knew when I was going to do that anyway 
and could disconnect dial-up in order to do it.
