Apache Web Server on Solaris config

I don't really understand all this web coding stuff. But we have an app where we provide the interface pages between the user/corporate portal and a back end tool (Oracle's iDiscoverer int his case).
The webserver is Apache (as supplied by Oracles Apps Server instal).
now thing is, we have no control over how the reporting tool generates its URLs. But I guess that they must go via the apache webserver to get them back to the web browser.
So, is it possible to get Apache to automatically URL encode anything it sends out to a browser? If so, how?
