The Fibre Glass Bears in Berlin

On a recent trip to Berlin I saw some references to these bears.
I have now found out most the information about this subject.
One question remains:- How did they arrive at the strange design
for these bears with the arms upright and finishing in the flat
paws level with the top of the head ??

Yeah, I for one don't know what those are
