Well, he did invade Chad in 1973, 1975, 1980-1981 and 1983 (though parts were under Libya's control until 1988).
He also assisted Idi Amin's invasions of Tanzania (1978-1979), but backed out when he ended up on the front lines while Uganadan troops hid behind his troops, actaully using Libyan troop trucks to carry back to Uganda their war-plunder (Amin went into exhile in Libya).
Libya has a long history of subverting and destabilizing Arab and African nations by supporting coups, funding and training opposition forces and guerrilla groups, and plotting the assassinations of foreign leaders. Qadhafi has invaded, occupied, and/or claimed territory in all of Libya's neighbors except Egypt. That would include Tunisia, Algeria, Niger, Chad, and the Sudan.
He has also supported radical groups in Senegal, Gambia, Togo, Burkina Faso, and Zaire....
He has been a busy little man from 1969 when he took power in Libya.
