Contains a number of well reasoned conclusions, made from a number of observations, which discuss what the Ideal Toy to a cat is. It also list some of the benefits of giving the cat the ideal toy.

Good, but could stand for some GuideML.
Those pros and cons (which aren't really pros and cons, but recommended characteristics for the toy) could be combined into one unordered list. The benifits section should also be an unordered list.
It's easy: just do like this:

This is the first item in the list.
This is the second item in the list.
This is the third and final item in the list.

I agree with IV that a Guide ML list would look nice.

I also think you should change the title to 'The Ideal Cat Toy'. 'Picking/Making a Cat Toy' is actually a bit modest when you have covered all the different pros and cons of different features. Also, there is already an edited entry on 'How to make a Cat Toy', but it only deals with one kind of toy and your entry is much more comprehensive, so go for it!

I updated everything, added the list, put in some GuideML added some modest color, changed the title...did everything...need some more review now!
