Depends on who you talk to!
The Chinese have Dragon Kings in their mythology, known as Long Wang. There are different varieties of Long Wang: the celestial dragon kings, the dragon kings of the five cardinal points and the dragon kings of the oceans. Each of the dragon kings of the oceans has responsibility for one of the four oceans, helped by an army of sea creatures.
Those who follow the D.J.Conway path of dragon magick will tell you there are 4 elemental rulers known as Sairys (air), Fafnir (fire), Naelyan (water) and Grael (earth). However, not all who practice dragon magick use or believe in these names and they are not often seen as being gods.
Some dragonkin remember their species worshiping gods but most of those I've spoken to did not. I know my own species didn't, I had no idea what a god was until I came to Earth!
Some people believe dragons are gods, some believe they are demons, which takes me right back to my first comment.
