Why do shampoos list their chief ingredient as "Aqua"?
Now, I don't think they meen cheesy pop bands, so I'm guessing they translate this as what the layman knows as "water".
What is the reason for this perplexing phenomenon?

Possibly because if it said "water" you'd wonder why you must spend so much for it? I would like to see someone track the increase of price in toiletries like they do for Gross National Product; seems to climb at a *much* steeper rate!
