1 = is made up of one ones, giving
11, which is two ones, giving
21, which is one two and one one (1211)
1211 is one one, one two, and two ones (111221)
111221 is three ones, two twos and one ones

Well, I looked at it, saw that it had numbers in, figured I was never going to be the first to work it out, went to the kitchen, worked it out, came back to the office (spilling the coffee on the way...) and Whisky had got there first.

This is my favourite 'back of the beermat' puzzle.
It's best done as a triangle - it looks suspiciously like a Pascal's style triangle and has everyone doing complicated mathematics for ages before the penny drops.

Really a nice one! I agree!
Instead of a Pascal type triangle I was reminded of those fractals of Mandelbrot etc. i f you continue the construction rule there are always elements that will repeat and repeat...
