I was thinking that you could prevent duplicate posts like this: When someone makes a new post you check to see if the last post has the same text and user number, and if they are identical then it doesn't let the second one be posted. I think it would be relatively easy to program, but then again I have no idea how h2g2 works so it's not really for me to judge that.

While that theoretically might be relatively easy to program, it would be a rather large drain on the servers.
Plus, Jim has many more important and more useful and more fun things to be working on. Duplicate posts are really more of a minor annoyance than anything else - not worth dumping the resources into, IMHO.
