I don't understand your answer. What does "it allowed for tension" mean? Does it mean "it encouraged tension"?

Perhaps Opti meant that the music helped people question their racism...? Can you ask her to rephrase, or at least explain what it is she is trying to convey?

How about:

"It celebrated cultural diversity through music but also harboured tensions as its people judged each other by the colour of their skin"

(but I'm sure someone can do better)
