To mention photoshop again, I haven't been able to find it. I have a very fast internet connection, but it's never worked so far(corrupted copies 'n stuff).
And the fish haven't died yet. And it was good. 
But seriously, how DID he get the blue fish in forums?

Hm... I found it in 10 minutes. 
I see...
Oh, probably wrote a little snippet of code which interpreted a certain series of symbols and dumped the blue fish in the forum.. my guess is, it was confined to his user.

Incidently, the H2G2 Lifeguards could be of sevice to the Save The Fish campaign, considering they are supposed to prevent drowning etc.
