Generic word used instead of f**k to not offend quite so many people. It comes from the fact that DNA wrote into one of his books (I can't remember which) about 'The most gratuitous use of the word 'f**k' in a serious screenplay'. In some country (America? England?) this was far too risky, so DNA padded it out even more and made half a chapter out of it replacing every instance of the word f**k with the name of a certain minor European country.
Hence 'Belgium knows'.

The spitting contest is in Monkey Island 2 on Booty Island, you must drink a green beverage which makes your spit thick, make sure the wind is on your side, then, "Ready, Aim, FIRE!"
