Ok I know this is the season of Snow and Ice. I know many people like to decorate their windows with fake snow and ice. But does the Bus company (who at first will remain anonymous) actually have to provide the real stuff on the inside of the windows?

They're not allowed to use the fake snow. Union regulations.

They have union which allows them to work in that temperature. Maybe they should all resign.
