As I mentioned elsewhere, I think a certain DECLARATION was copied and pasted to many threads. And some caring soul saw it as the spamming that h2ge House Rules explicitly forbid. So the many polluted threads are unlikely to see that message cleared.

Well, I suppose it wouldn't be official without a load of CAPS-Lock, grandiose statements and threats. I'll have to re-read the manual, ... As soon as the disappearing ink re-surfaces.
