Some people think it was 'mondegreens' - words you think you hear when you don't know the lyrics. In which case, these 'guardians of morals' should be ashamed of themselves.
The lyrics themselves are utterly innocuous, about a rose and such.

Thanks for the link to the FOIA file - great to see the detail of the controversy. This topic was covered on QI, and it was fascinating how the lyrics being sung could be heard to match both sets of lyrics that were written on the screen, even though the sets are very different!
