Maybe this is the problem! Seagull-proof rubbish bags mean that seagulls have to look elsewhere for food. That's why they are "dispossessing children of their lollipops"!
(I have to say, I approve of the use of the word "thwart" in that headline - it's a word I thought was falling into disuse. 
)
