I would be inclined to raise the legs of a concious casualty suffering from shock as well as one who fainted, unless they had injuries which prohibited so doing.

Also, address the cause where possible. Such as stopping external bleeding, rehydration salts for severe diarrohea etc. Remember that 1/5 of circulating blood volume (ie A LOT OF BLOOD) has to be lost before signs and symptoms of shock will start to develop, so its better to anticipate and either prevent or get treatment underway before shock sets in.
