Well, you didn't answer my questions.
Ok, example.
Bob goes to college for two years studying chemistry. Not knowing if he wants to be a doctor/pharmacist/research scientist he doesn't apply to Uni as he wants a year to travel round the world and think.
What would your system allow Bob to do?
Example 2
Pete goes to school for 5 years. Undecided whether to be a plumber/bricklayer, Pete decides to kick around playing on his PC 2 and drinking Special Brew.
What would your system allow Bob to do?

Bob went to college for two years, and therefore learnt something. Thus once he turned 18 would be allowed to choose as he wished.
Pete would be given six months to either find a job, or go to the army. Pete would then be allowed to leave the army at 18, having had the opportunity to learn bricklaying and/or plumnbing in the army, thus when he turned 18 he could go into either career or stay in the army if he wasnt sure, learning more about his choosen path or switching to the other without sitting at home between the ages of 16 and 17 and illegally drinking.

So Bob can't decide what degree to do and he gets a free reign, whereas Pete can't decide what GNVQ to do so he gets bundled into the army.
Therein lies the problem with your plan. There is no fairness, no structure and it contravenes the Human Rights Act.
I'm not discussing this with you any more, but I'd like to register my continued concerns over your far-right political stance.
