I think your missing the point that said warhead would be launched a long way from where you are, so unless you can transport yourself instantly through space your not going to be able to do that

And I would of course stand around awaiting for said nuke. I mean, lets assume theres a 15 minute strike capability by you. That gives me 15 minutes to climb on board a plane, wait for you to use your nuke, then go predator on your [packet of crisps].
I reckon if I'd made an enemy of someone enough for them to want to use a nuke, I'd have at least a plane on stand by...
