I don't know enough about the technology involved, but can't help agreeing with the article as far as complacency in the New Orleans case is concerned.
How worried do you all think we should be and what needs doing that has not been done with regard to barriers and defences?

I would think about any city is safer than New Orleans. But with rising sea levels and worsening weather patterns, it is always a good idea to prepare for the worst case scenario.
