No, it's looking like the colouring of a cartoon character in a book or show. A policeman, perhaps?

You can call me TC

If Rupert Bear is the nearest so far, maybe it's a TV character. TV's were sstill largely black and white in 1964, and in 1971, everyone was beginning to get colour TV's.

(I remember that because we watched the World Cup Final in 1966 in b/w, and my parents bought a colour TV in 1974 to watch Wimbledon, and the balls were changed to yellow.)

Ha! Balls!!!! (Excuse me) It's not the official FIFA football, but it might be the basketball or rugby ball colour? Even though they don't have any connection to Rupert Bear.

I think BobStafford's right about Oompa Loompas:

1964 - 'Charlie & the Chocoloate Factory' published with Oompa Loompas described as 'amiable black pygmies'
1971 - 'Willy Wonka & the Chocolate Factory' film with orange Oompa Loompas
1973 - new edition of the novel published with Oompa-Loompas described as having 'golden-brown hair' and 'rosy-white skin'
2005 - 'Charliie and the Chocolate Factory' film with Deep Roy playing all the Oompa-Loompas.

But there's still another klaxonsmiley - bluelight to find!

You'll never find that other klaxon!

Anyway, as Bluebottle said, Bob is correct.

This is a passage from the original 1964 novel, "The Oompa-Loompa bowed and smiled... His skin was almost pure black, and the top of his fuzzy head came just above the height of Mr. Wonka's knee"

The 1971 move had them orange-skinned. This is a quote from a review of the time: "... The film also ‘introduces’ the diminutive Oompa-Loompas from Loompaland, with green hair and orange faces, who work in Wonka's factory."

You are correct about the revised edition of the book in 1973.

Finally, in 2005, Indian Deep Roy played multiple Oompa Loompas in Tim Burton’s 2005 movie.

So I announce this one closed, and the points are:
