Going back to the OP I rather suspect that zones refered to were those of copyright and legal distribution of books..
Books used to carry labels like "Not for sale in the USA" etc, and there were books that you could buy unabridged in Europe that could not be legally sold in the UK because of Censorship.
Was "Spycatcher" the book that showed that this was just not practical anymore? Hence Wikipedia's action today.
