You can't use any regular gun under water.

First of all, you are wrong, you can use a gun underwater. for instance if someone in a submaine shot someone else, in the same submarine. You meant that you cannot use a gun which is immersed in water, which again is incorrect, you cannot fire many powder based guns if they are immersed in water, but it is possible to make powder based guns which can be fired while immersed in water... it's just pointless as
CO2, compressed air or bungee powerd weapons are a more eficient option

you cruel people you should *hang head in shame* and think about the thing you have just done
1 animal rights activists may try to fire you out of a cannon using bungee cord underwater
2 they might not have a bungee rope cannon
3 they might have a co2 powered cannon
4 they might not have a co2 powered cannon
5 they might have a spring powered cannon
6 they might not have a spring powered cannon making the reply to you totally useless
7 they could have a spoon though.
