I've always wondered this.
A friend of mine claims to have known one personally when he lived in Singapore, but my friend wasn't able to figure out what the QS did.

Indeed. The idea had always seemed more humorous to me than this, probably due to the Python reference in "Bookshop." The title is non-existent (as far as I know) in the US, and had always seemed as foreign as telephone sanitizers.
