What's the point?

Don't ask me why I'm writing this as a journal entry, there didn't seem anywhere else to put it really.
I signed into my Hotmail Account today, and I noticed they'd changed the look of the page slightly... well, they'd made it blue, and then written this:
"To improve the Hotmail sign-in experience, we have updated this page with a new design."
The Hotmail "sign-in experience". You put your name in, and your password in and click on sign-in. How does making the page blue "improve" that "experience"? What's the point?
