No, there's a convention for where the flagpole goes too (ie in drawings). Besides which, while some flags are reversible (mirror image of themselves) others have to have 2 separate sides to keep them the same way round (eg for text).

Oops, I forgot to address the other part of your post: seen some representations of flags on outfits and other non-flagpole locations.
