There is a declination. Rectascension is given in hours, minutes, and seconds (however in this case only hours). Declination is given in degrees.

It is given in degrees N or S not just degrees.
This consellation is at 30 degrees N +/- 20 degrees.

I don't know this S/N notation (at least not on the *celestial* sphere) and the current notation is unambiguous. However the extent of the constellation is indeed helpful in order to know from where on Earth the constellation is visible. I'll include that in all entries.

It appears that the current IAU guidelines use a + for northern constellations and a minus for southern ones.
