1) This isn't written for a general non-scientific audience
2) This isn't even written for a general science audience.
This article seems to assume a detailed knowledge of BOTH general relativity and quantum mechanics, and on top of that speciliazed knowledge regarding the specific interaction of the two. I think it needs to be written assuming that the audience has a minimal scientific background.
Even excluding the above, there are several sentence fragments in the first couple pages alone.
