The bottom says "City council of Valencia' (Ajuntament de Valencia)
and "Lo Rat Penat", The Valencian Community created in 1878 for the teaching, diffusion and preservation of the Valencian language and culture. (could be the other way round, that the Community adopted the name from this stone)
Still no clue who it is though. Unless 'Justas March' is the name

Update:
Ausias March, born:1400, died March 3rd 1459.
Celebrated 15th century Valencian-language poet. Among his poems: "Veles e Vents han mos Desigs Complir," "Lo Jorn ha por de Perdre sa Claror," and "Per Molt amar ma Vida és en Dupte."
