I can tell from experience that a few Dutch (usually some kids and their dads) could make something like that with sheer muscle power and determination. As long as you can roll the boulders in place and with a little help from buoyancy... (submerged boulders take less force to lift).
We once made a dam in a large mountain stream that created a swimming pool which was to my shoulder height at its deepest point.
