Nope, on the ground. Same day as the sundog. My daughter about a mile away took better pictures after she alerted me, it had slightly faded by then. The phenomenon is called a "circumzenithal arc". The upper air moisture needs to be just right (ice crystals which the sun shines through). They are quite rare (I'd never seen one before).
