Is it actually somebody pretending to be a statue? wow bizarre, I'm sure there's an old sci-fi movie with pole sitters somewhere in the murky depths of my memory...Charles Bronson maybe?

Nah, I made it up. 
Charles Bronson? Really? Wow.
I couldn't find a movie, but I did locate my favourite song that mentions Charles Bronson - the one John Gorka wrote when his son was a baby:
