Interesting - I saw bits of the Beverly Hillbillies on TV in my youth, but it never really appealed to me, although I do like other 'fish out of water' tropes - Bewitched was one of my favourites, and The Munsters (but less so the Addams Family)...
Sounds like it can count as laughing with rather than laughing at the Hillbillies, as they just happen to point out the absurdities in the situation around them... 
"They may be confused by the situation, but they will consistently behave in a manner designed to do good and not harm. That makes the 'safe space' for us to laugh."
