I'm not sure 7km/sec isn't *under* the speed limit where he's driving, though...
Unless you're in a school asteroid zone... 
I think the reason why so many people are criticising this showboat move is that they don't really think space travel has a future. Musk obviously does - and that kind of testing is necessary. Why not have some fun with it?

The Australian police sent a speeding ticket anyway.
The thing is that amazing things happening around Musk usually coincide with less positive news.

I meant the less positive news of his own ventures. On the other hand, he shows lots of creativity in his media approach
