I would have thought that the major changes should come first. If you've decided, for example, that a scene needs a stronger end and you rewrite it, you'll need to go back and check that the new end is well written.

I imagine so. I was really thinking about the proofreading/tweaking aspect of it all - not the major chainsaw action.
Although sometimes, it occurs to me, going through and proofreading on a superficial level can help you see the forest for the trees. Just saying.
