how can you make good character names???
I have started to write many novels (and not got very far with them!!)
But i can never think of good names for characters!!!

Hm.. Personally I just go with what sounds good and if it goes with the personality. You don't have the "Evil Black Lord of Doom... Tim" now do we? 
Unless it's (usually) comedy...

If you write sci-fi you can get away with all sorts of weird names. :P

Do you think it's better to think up most of the charactor: background, most of the personality, etc,before you name them, or or just start with a rough idea?

Well names can always be changed if they don't suit the personality.

i once changed a characters name 4 times before taking her out of the story completly
