Who is this man? He's the US Vice President, Mr John Vance Garner. Quite the stylish fellow, for 1935.
Where is he? Washington, DC. When is it? Midsummer, time for the heat wave. At this point, even dignitaries can be forgiven for going a bit informal. So what does he wear?
His 'summer suit'.

Frankly, we're impressed. We didn't know they had a/c in 1935. How high-tech of them.
