I finished my recap but somehow this just doesn't seem good enough for the Peer Review forum. What do other researchers think? What needs to be added to make this a finished product?

They were never the "naughties" in Britain. "Naught" means nothing and "naughty" means badly behaved.
They were the "noughties" - a joke based on "nought" meaning zero and sounding like "naughty" without being it.

I would have thought George Bush failing to sign the Kyoto Treaty was just as significant to the world as his decision to start a War on Terror. Because that doomed about 90% of all major cities to a future under water.

Yes, I agree the Kyoto trreaty- if it fell in that decade belongs there.
Not just the refusal to sign but the fact that others did sign.
