One of the problems that the homeless faces seems to be those that want to work but can't get a job without an address, can't get an address without sufficient deposit for rent.
Perhaps we need a type of hostel where people can live (eg on condition that they have a prospective job)until earned enough to obtain own accommodation?
I can foresee difficulties tho' with employers discriminating against people from certain addresses, so this aspect needs consideration too.
