The little thinggees are... well... small badges.
I haven't seen them - or the translator badges - in use anywhere myself either! smiley - smiley

The translator scheme is one of those ongoing ideas - one day it might get implemented... basically there's a problem with postings in foreign languages, if the moderator doesn't understand it, the post gets failed. The idea was that postings in foreign languages could possibly be moderated by volunteers - but the whole thing is a little complicated and seems to have hit a brick wall for the time being.

Well, the code for the normal badges says 'big'. Since I'm just as nosy as you (smiley - winkeye) I thought it would be worth trying to write 'small' instead... smiley - ok
