The Reluctant Gaijin has given you a pithily narrated series of incidents of the type that drives other gaijin - reluctant or otherwise - to their wit's end.
The trains certainly run on time in Japan but that efficiency certainly does not carry over into banking, law or really anything where paper work could be remotely involved or initiative or local discretion could be welcomed.
