What I would do is:

Create more stations where urban sprawl has followed the railways out of town.
Upgrade all stations to take 12-coach trains.
Invest in more rolling stock and make all rush-hour trains 12-coach.
Prioritise suburban railways over expensive inter-city upgrades. Why should we expect people to live in Birmingham and work in London?

I would question why new trains cost 30 million pounds for each train, when re-opening the railway line from Ryde to Newport would only £15. For that much money, I'd re-open old lines and use all the slam door carriages that are in storage. You get more legroom.
I'd also build trains with seats that take the fact that humans have legs into account.
And have trains have more than 1 openable door per carriage. 75 people trying to get out of one door when the train pulls in to Eastleigh each day surely is against health and safety regulations...
