RCS is the 'Revision Control System'. Since I work off-line, I cannot upload an update every time I make a change. So I accumulate many modifications, and if I think it's enough, I upload it. The RCS stamp in the entry helps me to keep track of the version that has been already uploaded.
It's freeware and built into Emacs (A839135).
