The speed was governed by using a drum or hammer to provide the rowers with a rhythm to keep the rowers in time and control the speed.
smiley - starI recall the scenes in the 1959 version of Ben Hur when Judah spent 4 years in the rowing section (they *were* slaves who were chained to the oars). The new Roman commander tested the mettle of the rowers by ordering the drummer to go faster and faster until it was eventually ramming speed, exhausting the rowers. I guess it gives some idea of what conditions were like below decks, especially when their ship was eventually rammed and some couldn't escape the carnage. It's a memorable part of the film (there's a link A7440437 if you want it but I'm not sure it's relevant as these were slaves and not the Roman remiges of which you speak)
