There are two things that you could do - either canibalise it, or use it as a whole.
I would be tempted to use the first bit about fatigue and accidents as an introduction to the piece and to pick bits out of the rest and slot them in.
If you were to do it as a blockquote, it might be best not to italicize it - that makes it very difficult to read. The advice is from DTLR (Dept of Transport Local Government and the Regions).

Okay, it is updated. I have one more question on the Department of Transport Local Government and the Regions--is it in the UK, US or somewhere else? I have it listed as UK, but I don't know...

Nice one Shee, as said above, your article will now enter the editorial process. A sub-editor will massage and tweak it to the editorial guidelines, the senior editors will then further tweak, proof and approve it and then it will be queued for its grand entrance on the front page.
