Normally, us scouts pick 3 entries per month. Sometimes, for various reasons, we get bonus picks -- so every scout gets to pick one extra. When that happens, the number of entries in Peer Review can be expected to drop, because we've picked more than usual, and entries are removed from PR once they've been picked and approved.
